There is a new risk category emerging in the space security portfolio, namely space activities of authoritarian governments, notably China and Russia, in the international trading and financial systems conducted for strategic, rather than purely commercial purposes.

PSSI has focused its research and analysis on the implications stemming from the deployment by China and Russia of its state-controlled enterprises to build seemingly benign commercial space partnerships to achieve outsized strategic influence abroad.
