Responding to Unconventional Threats to Europe's Space Operations
On May 18, 2018, the Prague Security Studies Institute (PSSI) is organizing a closed roundtable event in Prague entitled “Responding to Unconventional Threats to Europe’s Space Operations”. The goal of the roundtable is to assess the nature of what we termed “space hybrid operations” (i.e. intentional, mostly reversible, and often harmful, space actions/activities conducted just below the threshold of requiring a meaningful military or political retaliatory response), as well as the level of preparedness of European military, civilian, and commercial actors concerning these unconventional threats.

Hybrid warfare techniques (to date almost exclusively focused on the terrestrial and maritime domains) are often employed by Europe’s major competitors (notably China and Russia) which view space as a means to project power, control, and influence for the purpose of consolidating their strategic objectives (both industrial and military). This closed roundtable is designed to take advantage of the expertise of the distinguished space professionals assembled to provide a better understanding of this complex issue and help define a more informed security policy framework concerning how we protect our space assets (i.e. satellites, data uplink and downlink systems, ground stations, and information processing and distribution) and the critical benefits and capabilities derived from them. The proceedings will take place under the Chatham House Rule.
