The DISRUPT Toolkit

Prague Security Studies Institute is pleased to partner with Alliance4Europe and Association for International Affairs (AMO) to contribute to the DISRUPT Toolkit, which provides practical methodologies for detecting, disrupting, and mitigating influence operations.
The DISRUPT Toolkit bridges the gap between analysis and action, empowering governments, civil society, and practitioners to stop influence operations, not just study them.
Built on years of research, real-world collaboration and consultations with over 170 practitioners, the Toolkit operationalises Europe’s scattered democracy defence assets into a real whole-of-society approach. It delivers:
- DISRUPT Framework: Actionable steps to prepare evidence, disrupt threats, and mitigate harm, with guides and templates.
- DISRUPT Workflows: Clear, step-by-step processes to counter six types of influence operations, adapted for four EU countries (Czech Republic, Poland, Bulgaria, and Romania).
- TRANSCRIPT (Threat Intelligence Database and Coordination Platform): including a threat intelligence database, research tools, and disruption suggestions.
The Toolkit turns insight into impact, and strategy into real-world resilience. Democracy’s best defence is coordinated disruption.

As a part of the project, the consortium also launched the “DISRUPT White Paper: A Whole-of-Society Approach to Defending Democracy Against Influence Operations”. You can read the publication by clicking the link below.
