Konosuke Sugiura was born in Tokyo in 1934 and soon after he graduated Tokyo University, Faculty of Law, he joined TEPCO. He worked for Labour Relations department and from 1989 until 1995 worked as General Manager of TEPCO Washngton Office. Since 1998, he has been working as Vice President of Washington Policy & Analisys.
